従姉の娘さんの手によるものです
青春時代の貴重な時間を割いて
頑張ってくれました
ちょっとだけ本人の弁

　あ。。あの六番ね。どうもうまい訳が考えられなくて、今いろいろ聞き回ってるとこ。もし、ほかにあてがあったらそっちの方がはやいかもしれない。まじ力不足でごめん。

In Japan the　“Referendum Bill” which is for the revision of Japan Constituion is about to be approved. The revision of constitution is important thing as it is also in your countries. However Japanese government, and major medias don’t make effort to let the people know about this” Referendum bill”. And it is expected that this bill will be passed through the diet within this month without being fully discussed. It was declared by the Diet chairperson in the Government party. The Prime Minister mentioned as well that the bill would be approved until third of May 2007. 
As you might know, The Constitution of Japan proclaims the “eternal renunciation of war”. The new bill which is planed by the Government party is actually a radical renewal of this text in the Constitution.  That is to say that the Referendum bill aims at giving Japan a right to take up arms. Therefore the Referendum bill has several problems which are totally clear to see.  In Japan it is discussed widely for example in private blog like mine. However those movements are shared actually just among a small circle, and not big enough to diffuse many people about the importance and the danger of the bill. As I already mentioned, this ignorance of the bill between the civilian is caused by the media, which doesn’t take up and doesn’t broadcast about this topic.
I wrote this message for everybody in the world to tell about this current situation in Japan. I would appreciate if you could support this movement and cooperate to send this message to the world.  Anyone who wishes the word peace, please listen to our message and our wish.
I list below the problems of the revision of the Constitution, and the problems of the referendum bill.

　
1. The reason of the constitution revision

The Japanese government doesn’t explain the reason. The constitution is now being revised without being discussed why it has to be revised and for what exactly it has to be revised. Does something like this happen in your country as well?

２．Unconstitutionality of the way it is presented and discussed in the Diet

When the Constitution is revised, the detail of the text which has to be changed will be at first discussed in the Diet, and after that its necessity will be accepted by citizen. The Referendum bill should not be discussed until then. But now the bill was proposed by the cabinet and the Government party without mentioning exactly which part of the text is brought into discussion. It is unfair and undemocratic way.

3. The voting rate

According to the referendum bill constitution can be revised even if the voting rate is low. In this system it is possible to revise the constitution with “yes” vote of only 20 percent of the voter. Is it a real “referendum” ?
 
4. Problems in Media

According to the bill, it is allowed to make an advertisement for or against the Proposal for the Revision. But there is a charge for making the advertisement, which is very expensive. It means that it is totally advantageous for the people, who is well funded. And it is not fair.

５．Controls and penal regulations for the activity of Teacher and Public servant.

The bill provides the controls and penal regulations for the activity of Teacher and
Public servant. But there are actually many Public servants, and especially teachers
who is against this bill. Those controls and penalty is for shutting them up, and it is unfair.


We are against that Japan will be a country in which it is allowed to take arm. I beg you again that you would support us to send this message to the world.
